With a little effort you can get a very accurate assessment of the amount of time you need to water every week for every month of the year by region.  With this article you can set your summer irrigation needs and then calculate your set backs for every other month.  The numbers presented are based on historical evapotranspiration data.  You won't need to buy and maintain your own weather station!
